Arizona Taxes Explained for New Residents

Arizona’s tax picture is one of its quiet selling points. Here’s the plain-English version. (We’re a local guide, not your CPA; confirm your situation with a tax pro.)

State income tax: flat 2.5%

Arizona has a single flat income tax rate of 2.5%. Moving mid-year? You’ll typically file as a part-year resident in both your old state and Arizona.

Retirement income

Arizona doesn’t tax Social Security benefits, and military retirement pay is exempt from Arizona income tax. Other retirement income (pensions, IRA withdrawals) is generally taxed at the flat rate. See Moving as a Veteran and Retiring in Arizona.

Sales tax (Transaction Privilege Tax)

Arizona’s “sales tax” is technically a tax on the seller, but you see it at the register. It stacks: state plus county plus city, landing roughly in the 8โ€“9% range in most Valley cities. Many cities also tax groceries at a city rate, and some tax residential rent.

Property tax

  • Arizona’s effective property tax rates are below the national average.
  • Your primary residence is assessed at a lower ratio than a second home or rental. After you buy, make sure the county assessor has your home classified correctly.
  • Seniors may qualify for a valuation freeze, and some disabled veterans and widow(er)s qualify for exemptions. Check with your county assessor.
  • Most homeowners pay through mortgage escrow; taxes are billed in two halves.

Vehicle License Tax (VLT)

Instead of an annual personal property tax on cars, Arizona charges a VLT at registration based on the vehicle’s value, decreasing as the car ages. Details: Registering your car.

Tax credits Arizonans love

Arizona offers dollar-for-dollar state tax credits for donations to qualifying charities, foster care organizations, public school extracurriculars and private school tuition organizations. Many locals direct part of their state tax bill to causes they care about.
