Registering a car in Arizona is mostly painless if you do things in the right order. The one surprise for most newcomers is the Vehicle License Tax, which is based on your car’s value.
Updated October 2026. Rules and fees change; confirm with the official source linked in each section.
The right order
- Get Arizona auto insurance. MVD verifies insurance electronically. See Arizona Car Insurance.
- Emissions test (if required). In the Phoenix and Tucson metro areas, most vehicles need a test before registration once they’re more than five model years old. Newer cars are exempt. Check your address and find a station at myAZcar.com; no appointment needed.
- Level I inspection. Out-of-state vehicles typically get a quick VIN verification at the MVD or Authorized Third Party office when you title the car.
- Title and register. Bring your out-of-state title (or lienholder info if you have a loan), your Arizona license or ID, and payment. You’ll leave with Arizona plates.
What it costs: the Vehicle License Tax (VLT)
Arizona doesn’t have an annual personal property tax on cars. Instead it charges a Vehicle License Tax at registration, calculated from a percentage of the vehicle’s original price that shrinks every year the car ages. Translation: a brand-new luxury SUV costs a lot more to register than a ten-year-old sedan. On top of that come title, registration and a few small state fees.
Leased or financed car?
Your lender or leasing company holds the title. Contact them early; MVD or the ATP can request it, but it adds time. Have your account number and lienholder address ready.
Registration tips
- Many vehicles can be registered for one, two or five years. Longer terms mean fewer renewals.
- Renewals are easy online at AZ MVD Now.
- Specialty plates (sports teams, Grand Canyon, veterans and more) support Arizona causes.
Emissions FAQs
- Where? Only the Phoenix and Tucson emissions areas. Flagstaff, Prescott and Sedona residents typically skip it.
- How often? Every one or two years depending on vehicle type and age.
- Electric cars? No tailpipe, no emissions test.
