Cost of Living in Phoenix & Arizona: What to Budget

Arizona isn’t a bargain-bin state anymore, but compared with California, the Pacific Northwest or the Northeast, your dollar still stretches. Here’s where the money actually goes.

Updated October 2026. Rules and fees change; confirm with the official source linked in each section.

Housing: the big variable

Where you live inside the Valley changes your budget more than anything else. Rough tiers, most to least expensive:

  1. Luxury: Paradise Valley, North Scottsdale, Arcadia, Biltmore
  2. Upper-middle: South/Central Scottsdale, Gilbert, Chandler, Ahwatukee, North Phoenix, Tempe near ASU
  3. Middle: Mesa, Glendale, Peoria, much of Phoenix, Goodyear
  4. Value / new construction: Buckeye, Surprise, Maricopa, San Tan Valley, Casa Grande

Prices move. For today’s numbers in a specific area, ask a local agent for a free market snapshot.

Utilities

Electric is your largest utility, and it’s seasonal: lower bills November–April, a big jump June–September from A/C. Pools add pump costs year-round. City water, sewer and trash are usually moderate.

Taxes

  • Flat 2.5% state income tax
  • No state tax on Social Security
  • Combined sales tax roughly 8–9% in most Valley cities
  • Property taxes below the national average; primary residences get a lower assessment ratio

Transportation

Most households need a car per adult. Budget for the Vehicle License Tax at registration, insurance, and more frequent tire and battery replacements; heat is hard on cars.

Groceries, dining & everyday costs

Close to the national average. Fry’s, Safeway, Albertsons, Sprouts (founded here), Costco, Walmart and Bashas’ are staples, plus Food City and Ranch Market for great Mexican groceries and produce prices. Eating out ranges from $3 street tacos to destination dining in Scottsdale.

Childcare & schools

Childcare is a significant cost, as everywhere. Public and charter schools are tuition-free, and ESAs can help with private tuition. See the schools guide.
