Arizona Schools Guide: Districts, Charters, Open Enrollment & ESAs

Arizona has some of the most open school-choice rules in the country. That’s great for families, and confusing for newcomers. Here’s how it works.

Updated October 2026. Rules and fees change; confirm with the official source linked in each section.

Your options

  • District (neighborhood) schools: your address determines your assigned school.
  • Open enrollment: state law lets students apply to public schools outside their boundary or district if there’s room. Popular schools fill up and some use lotteries, so apply early (often in winter for the next school year). Transportation usually isn’t provided.
  • Charter schools: tuition-free public schools with their own admissions and frequent waitlists. Arizona has one of the largest charter sectors in the nation.
  • Private schools: can be paired with tuition tax-credit scholarships and ESAs.
  • Empowerment Scholarship Accounts (ESAs): every Kโ€“12 student in Arizona can receive state funds for approved education expenses (private tuition, tutoring, homeschool curriculum) instead of attending a public school. Run by the Arizona Department of Education.

The calendar surprise

Many Arizona districts start in late July or early August and end in May. Moving in summer? Plan enrollment earlier than you’d expect.

Districts relocating families ask about

Chandler Unified, Gilbert Public Schools, Higley Unified, Queen Creek Unified, Kyrene and Tempe Union, Scottsdale Unified, Cave Creek Unified, Paradise Valley Unified, Peoria Unified, Deer Valley Unified, and Vail near Tucson. The individual campus matters more than the district.

How to research

  • Arizona Department of Education report cards and letter grades
  • Tour; ask about class sizes, teacher turnover, gifted and special-education services
  • Confirm boundaries directly with the district (listing info isn’t guaranteed)
  • Check open-enrollment deadlines and charter waitlists

Enrollment documents

Typically proof of residence, a birth certificate, immunization records and prior school records.
